About FGR

The Future Generation Reserve (“the Reserve” and “FGR”) is considered one of the successful achievements of the Kingdom of Bahrain during the reform era of His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain.

The Future Generation Reserve (“the Reserve” and “FGR”) is considered one of the successful achievements of the Kingdom of Bahrain during the reform era of His Majesty King Hamad bin Isa Al Khalifa, King of Bahrain.

FGR was an initiative proposed by the members of Representatives’ Council to establish a reserve called (Future Generation Reserve) in which the amounts deducted from oil revenues are allocated and invested.

About FGR
The Future Generation Reserve (“the Reserve” and “FGR”) is one of the most successful achievements of the Kingdom of Bahrain during the reform era of His Majesty King Hamad bin Isa Al Khalifa.

The FGR was proposed by members of the Representatives' Council as a reserve fund, which would allocate and invest amounts deducted from oil revenues for future purposes. Accordingly, Law No. (28) of 2006 was issued on 17 July 2006 and published on 19 July 2006. 

On 18 April, 2022, Law No. (16) of 2022 was issued, specifically amending Article (1) of the aforementioned law. This amendment involved a gradual increase in the amounts deducted from oil revenues, proportionate to the rise in oil prices.

Following Article (4) of the mentioned Law, the Future Generation Reserve Council was first established by Decree No. (2) of 2007. Later, the Council underwent reformation through Decree No. (85) of 2021 and the most recent, Decree No. (22) of 2023. 

Decree No. (25) of 2008 regulates the Council, outlining its organization, powers, membership, committees, and administrative and technical team. As well as the investment policy for managing and investing of the reserve’s fund, budget, final account, and auditing operations.

The Administrative and Technical Team is responsible of all technical, administrative, and financial work required by the Council, implementing the Council’s decisions and carrying out its activities through the following directorates:

• Investment Directorate
Provide strategic guidance to portfolio construction in order to preserve the Future Generation Reserve’s capital and maximize its total investment return on a risk-adjusted basis.

• Financial Operations Directorate
Safeguard the Future Generation Reserve’s assets, through assisting in the fulfillment of financial activities in accordance with International Financial Reporting Standards (“IFRS”) and coordinating with external auditors.
